Framework Components

The Framework is structured around six interconnected components that together create a comprehensive safeguarding system:

Component 1: Safeguarding Standards and Principles

  • Minimum expectations across all partners built around prevention, participation, and accountability
  • Adaptation for digital and blended educational environments
  • Inclusion of gender-transformative and disability-responsive measures
  • Network-wide minimum standards incorporating Health and Safety and supervision requirements
  • Child Protection Policy; Photography and image-sharing guidance; Anti-bullying policy; Online safety policy

Component 2: Safeguarding Systems and Procedures

  • Clear roles and responsibilities across AHEEN partners (universities, RLOs, NGOs)
  • Accessible, confidential reporting and referral pathways linked to national protection systems and UNHCR mechanisms, with regular updating to a changing humanitarian ecosystem
  • Safeguarding focal points within each institution and at network level (potential Ombuds role)

Component 3: Capacity Strengthening and Training

  • Continuous training for faculty, RLOs, coaches, and student mentors
  • Integration of safeguarding modules in professional development programs
  • Orientation for all students on their rights, reporting pathways, and community responsibility

Component 4: Risk Management and Monitoring

  • Regular safeguarding audits and risk mapping at program and institutional level
  • Disaggregated data collection (age, gender, disability, displacement status) with guidelines on data protection
  • Alignment with AHEEN’s MEAL systems to track safeguarding outcomes and response timelines

Component 5: Communication and Participation

  • Codes of conduct and “learning contracts” co-developed with students
  • Use of social media, arts, and sports-based activities to promote awareness and dialogue around safety, dignity, and equality
  • Regular feedback loops through learning hubs and peer mentors

Component 6: Network Governance and Accountability

  • AHEEN Safeguarding Working Group or Committee embedded in network governance
  • Oversight of compliance, case management standards, and learning reviews
  • Coordination with AHEEN Steering Committee and protection clusters to ensure system alignment
